MINSA has exceeded its capacity for effectively implementing the measures that guarantee the correct vaccination process against COVID-19. In this context, not only vaccine availability and necessary supplies for its application are critical, but also having enough well-trained personnel to make decisions and inform the importance of the type of vaccines to be applied. A pharmacovigilance and techno-vigilance operation system which warns on possible events and promotes outcomes learning management is also of importance. The government of Peru needs urgent support for implementing concrete actions which will allow to overcome the obstacles to fully execute the National Vaccination Plan against COVID-19 in order vaccinate over 22 million people timely and fairly.

Goal:

Strengthen MINSA for implementing the National Vaccination Plan against COVID-19 to guarantee that the vaccines are timely and fairly distributed to all the population of prioritized regions.

Specific goals: 

• Strengthen the regional and local micro planning process of the vaccination program.
• Contribute to the timely availability of enough quality vaccines at the most convenient cost at the local level.
• Assist the health personnel in the implementation of vaccination and the biosecurity protocols.
• Strengthen the sanitary surveillance of the anti-COVID-19 vaccines: pharmacovigilance (ESAVI).
• Achieve the active participation of the population, including native communities and people with disabilities.
• Strengthen the community participation strategies.
  Main action areas:
  1. Support to sub national governments for the formulation and implementation of Vaccination Plans.
  2. Build the logistic capacity of prioritized regions.
  3. Build the capacities of healthcare personnel for the implementation of the National Vaccination Plan.
  4. Follow up vaccinated people and monitor the vaccine performance: pharmacovigilance (ESAVI).
  5. Promote the National Vaccination Plan against COVID-19 in the communities.
  6. Strengthen the active participation in the COVID cells of Social Base Organizations.

Scope of intervention:

Technical assistance and training activities aimed at the technical teams of 25 healthcare networks corresponding to 5 health regions in the country, including all organic and attention units of the Regional Departments of Health (DIRESA), Regional Offices of Health (GERESA).

The regions are: Piura, Lambayeque, Ancash, Cuzco and Ucayali.
